Six exports of your selection, measured.

MP4 is encoded as H.264 with AAC sound, WebM as VP9 with Opus. High, Medium and Low set the bitrate per pixel, which plays the same role as ffmpeg's CRF 18, 23 and 28: more bits keep more detail. The test encodes two seconds from your selection at 640 px wide in all six combinations, decodes each one again and compares the middle frame with the source.

Why a fast cut starts early.

Video stores a full picture only at keyframes; the frames between are changes. A cut without re-encoding has to begin on a keyframe. This page re-encodes, so the clip starts on your exact frame.
