Inside a WebM File
WebM was announced in 2010 as a format for the open web, and it is not a container built from scratch. It is a restricted profile of Matroska: the same EBML structure underneath, with deliberate limits on what is allowed inside.
Those limits are the point. Where Matroska accepts nearly any codec, WebM permits only VP8, VP9, and AV1 for video, paired with Vorbis or Opus audio. Every one of those is royalty-free, so a browser can implement WebM end to end without licensing anything.
Why WebM Exists
The formats MP4 usually carries, H.264 and H.265, are covered by patents and carry licensing obligations. WebM was created so that HTML5 video could work without them, which is why browser support is essentially universal while support in editing software and on consumer hardware is thinner.
In practice WebM is a delivery format rather than a working one. VP9 is broadly comparable to H.264 at a given quality and AV1 competes with H.265, so the file size argument is real, but if the video needs to open on a television, a camera, or an older phone, MP4 remains the safer target.
